Set read or write on uploaded file based on local

When uploading a file manually or with "keep remote directory up to date" it'd be nice to have a config option that sets the uploaded file mod on the server to be consistent with the local one.

If on my Windows machine the file has the read-only attribute set (not user/group permissions per say) then the user mod of the file is r--. If the file doesn't have that set then the user mod of the file would be rw-.
