Respect user's preferred startup directory
Currently WinSCP always starts with the Windows user profile directory in the left panel.
This is however not the place where I keep my Internet files and I have to navigate around every time which is quite irritating.
WinSCP should do either of (in order of preference)
* use the directory it's being started in (e.g. by desktop link configuration)
* have a configuration option
* remember its last panel working directory
