bandwidth caps

I am currently testing WinSCP to replace FileZilla as my primary FTP client. I have been digging through the preferences and was unable to find my favorite feature from FZ: bandwidth caps

Whenever I'm uploading at full capacity, my download slows to a crawl. Thus, I have to enable a bandwidth cap to prevent any uploads from killing our network. Any chance you can add the option to set an up/down limit?
