Timeout Connection between a Windows 11 pc and windows 10 pc

I have a Windows 11 connected to a Windows 10 Pc via of ethernet cable. I can ping each pc , but I cannot connect using FTP in Winscp. The Windows 10 PC is wide open allowing connections. I have change the firewall settings as well. But I still get a timeout connection error.
