File 100% in Log

This is just a general question regarding information in the logs. We have a file transfer automation tool that we use with WinSCP. We see when there is a file transfer issue, it looks as though the file has downloaded even though it hasn't. Below is an example where filename was attempted to be downloaded, but wasn't available at the source; however it shows the file size, the kilobytes per second, and file format. What does the 100% mean?
