Connectivity error on Outbound connections

We are using winscp 5.17 6 installed and using multiple site(vendor) setup .
It started giving errors on xml transfer via FTP 21 for many connections for outbound flow .
Server is at Azure cloud

Sorry, that's quite vague.
Did you investigate why the server is giving the error? Is it per account limit? Per IP limit? Or global limit?
