WinSCP 5.17.6 transfers at less than half the speed than FileZilla 3.48.1

It was the same speed difference (over a 1Gbit connection) with former versions of both programs, actually. WinSCP brings about 23MB/s both ways and FileZilla around 55/MB/s. The FTP server is my own, running pure-ftpd 1.0.47-3. Neither with WinSCP nor FileZilla is my FTP server CPU bound during transfers.
In both cases I am using FTP with explicit TLS 1.3, also for data.
Both FTP clients run on the same Windows 10 system. The speed difference can be reproduced at all times.

How did you check the CPU performance during transfer?
Did you check a specific CPU core? Or just the overall CPU?

Using another PC on the same Gigabit LAN with Linux and lftp (again TLS 1.3 over both channels):
1073741824 bytes transferred in 19 seconds (53.23 MiB/s)
lftp defaulttrial@192.168.2.140:/>
So it seems to be a WinSCP problem.
