WinSCP.ini file in use

I am running into an issue where My FTPs are not working because the WinSCP.ini file is in use. From the log:
Can't create file 'C:\Program Files\WinSCP\WinSCP.ini'.
System Error. Code: 32.

The process cannot access the file because it is being used by another process

How can I work around this?
