I can't find startup dialog

I want to export my sites to import them into an other computer.
This option is supposed to be under the Tools button which is supposed to only appear on the Startup Dialog.
But I can't find any way to get there.
As soon as I open WinSCP, the Login page appears with a list of all my sites but no Tools button.

I have found a workround for my initial requirement - to export the settings.
1. Log into any site in WinSCP on the old computer so that you can access Options > Preferences [*]
2. Options > Preferences > Storage: Switch Storage to Custom Ini file > OK > Overwrite (assuming there is no old ini file or the old settings are not required).
3. Transfer saved ini to new computer and import it there using the Tools button on the Startup screen.
[*] This is necessary as by default WinSCP closes as soon as the last site disconnects - not a sensible default in my opinion as there is no way to get to the options menu without first creating and logging into a site.

Further update: While both old and new computer have the same version of WinSCP, when I open them they behave differently.
The old one does not have any buttons on the left side on the initial login screen while the new one does have the Tools and Manage buttons. Not only that but using the New Session tab, the login screen that pops up also has the buttons.
So my problem must be related to some old registry key preventing the showing of the two buttons, or some other such bug.
This accounts for there being no posting of my problem other than one in 2006 which is now obviously out of date.

This sometimes happens when the computer has too low resolution of a display (or if font size is too large for given screen resolution).
