Command Line Problem

Running into something odd...

For some reason this most simple of line commands refuses to run:

CD E:\

CD WINSCP

winscp419.exe /command "option batch on" "option confirm off" "open H1N1-NJ" "put E:\jobs\NewJeresey\*.txt /*.*" "exit"

move E:\jobs\NewJersey\*.txt E:\jobs\NewJersey\Archive\

I don't get it...
