No Permission - Error 3

So after hours of trying to debug I still can't figure out why I can't modify any type of file within WinSCP. It has worked for all other hosting services that I have used.

I have tried:
Opening port 22
Installing OpenSSH
Changing permissions on the server
Changing owners
Modifying the OpenSSH config
I am signed in through the administrator account on the server with WinSCP on my home computer.

Can you modify the files using any other client using the same protocol?

What kind of modification do you mean? Are you trying to edit the files? Please attach a full session log file showing the problem (using the latest version of WinSCP).

To generate the session log file, enable logging, log in to your server and do the operation and only the operation that causes the error. Submit the log with your post as an attachment. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you can mark the attachment as private.
