This issue seems to be still existing on Version 6.5.4.
I hope this fix would be included in a next release.

Thanks for your report. Do you have multiple displays? If you have: Please share their setup. Which one is primary? What is scaling configured for individual displays? On what display are you using WinSCP?

The dialog for the local folder is cropped, the buttons are invisible and not reachable.
