Sorry, I have no idea what you mean by "created date not generated on WinSCP". Please post some logs documenting your problem.

Uploaded file not showing but once we edit file then WinSCP showing that file command line

First I have made new directory from command line after file is uploading to that directory successfully but file is not showing because there is no created date generate for that file. But when I have edit file from actual path then WinSCP showing that file. 
mkdir Test
cd test
put file1

The test directory have file1 but WinSCP not showing because of file1 created date not generated on WinSCP.
