Parallel background transfers are not supported, when you have enabled preserving timestamps of directories:

Not transferring multiple files at once
- Version: 5.17.9 - 10905
- The problem did seem to happen after an upgrade a few versions ago, but it's been an issue for a couple months now so I'm not exactly sure when it worked for sure
- Windows: Windows 10 20H2
- Protocol: SFTP-3
- Using the Explorer GUI
- No errors
- Trying to transfer a bunch of files in the background queue will only transfer 1 at a time, whereas it used to transfer as many as it could as defined in the Maximal transfers option (currently set to 5 for me)
