I'm not too sure about the portable version - maybe try substituting winscp.exe and see what happens.

Or test with a different path..

The log output for batch processes is written to
M:\Abteilung\winscp\WinSCPPortable\Data\settings\winscp.log - which is the default -
and not to the file specified in the command
