Make it easier to toggle/change proxy globally

Currently proxy is defined for every connection. To chnage it one needs to drill down to connection properties and save changes. In most common cases proxy is global parameter which is determined by current connection. For those who is using the same system in different environments it would be very helpful to have easy control - may be on connection dialog - whether to use proxy and quick way to change current proxy if needed, to override default in connection property.
