I can confirm that turning off scaling on the second monitor does allow WinSCP to open in the same monitor that it was closed... though it just opened in a small window, not full screen.
I also noticed that my screen scaling was set for both monitors to 150%, not 150% and 125% as I first mentioned. It seems that when both monitors scale at the same percentage is the scenario where WinSCP doesn't remember its last state. When I changed to a different scaling for the second monitor, it remembers the last screen it was on, but only opens to a small window.
@semrocc: Thanks. I was able to reproduce it with scaling on the secondary/external display. Can you confirm, that if you turn off scaling on the secondary/external display, the problem goes away?
This is correct. The problem only occurs when closing WinSCP in a maximized state and then reopening it.

So if you do not close WinSCP while maximized, the problem does not occur?
I am also having this problem
I currently run two monitors and always open up WinSCP to the second monitor in a full screen. After upgrading to v6.5, the software no longer remembers the last state and defaults opening to my main monitor. In checking, this scenario happens when closing WinSCP in maximized screen mode and then launching the software again.

Do you have one screen or multiple? Do they have the same scale configure in Windows or not?
App always opens in a deferent place each time I run it. It Always wants to open under some other app or open very small or opens off screen or opens on the wrong screen. It completely ignores (left shift + CLOSE). Does not remember where its supposed to open.
When dragging the app to the proper place it jumps and flickers and resizes constantly.
P.S. I HAVE HIGH END PC. NO OTHER APP DOES THIS.
