Can I undelete remote file removed with WinSCP?

Generally not.

Some servers may possibly maintain their recycle bin or another feature allowing file recovery. But this is definitely not common. Viable solution may be to use local recovery features directly on the machine running the server.

While WinSCP have remote recycle bin functionality, it is disabled by default. Consider enabling it, if you need to recover deleted files often.
